The statement
Numerous media reports speak of Prospera as an enclave off-limits to Honduran workers.
The facts
The Prospera ZEDE Labor Statute (§2-2-69-0-0-0-1), which applies to companies operating in the zone, such as Honduras Prospera Inc, establishes that at least 90% of the employees of any company active in the zone must be Honduran nationals. Additionally, that group must receive at least 85% of the total wage bill. These obligations are legal and enforceable. Non-compliance constitutes a violation that can be reported to the GSP and submitted to arbitration.

Prospera's Labor Statute expressly recognizes the ILO Conventions on freedom of association, collective bargaining, equal pay, and prohibition of forced labor. Workers have the right to unionize, to their own minimum wage, to be paid in dollars, to receive the 25% overtime surcharge, and to have the employer contribute between 10% and 25% of their gross income to their individual Labor Benefit Fund. Just because the labor rules are different from those in the rest of Honduras does not equate to an absence of rights.
